The Hainan Free Trade Port, officially known as the Hainan Free Trade Port, is a special economic zone established across the entire island of Hainan. A significant volume of imported goods will be exempt from tariffs, not only reducing corporate costs but also enabling consumers to “shop globally” at more favorable prices.

● Low Tax Rates: Enterprises in encouraged industries will be subject to a reduced corporate income tax rate of 15%. For high-end and scarce talents working in the Hainan Free Trade Port, the portion of their personal income tax liability exceeding 15% will be exempted. This “dual 15%” tax incentive policy is highly competitive internationally.

● Freedom and Convenience: In the investment sector, the principle of “access granted unless prohibited” will be implemented, significantly relaxing market access. Simultaneously, Hainan is continuously optimizing entry and exit policies to facilitate work, residence, and stay for foreign nationals, while actively exploring mechanisms for secure and orderly cross-border data flow.

Currently, the development of the Hainan Free Trade Port has achieved significant progress. On December 18, 2025, Hainan officially launched island-wide customs clearance operations, marking its full transition from the policy design phase to the implementation phase. Following the closure, Hainan's connections with the international community will become smoother, while its interactions with the mainland will be more efficient and convenient. Far from creating isolation, this development will position Hainan as a pivotal hub linking domestic and international dual circulation.
